Actually Clemens wanted to play for Yankees. That is why he said he is going in the hall as a Yankee. Too bad he has no choice on which team it is.

the Hall of Fame committee has last word, but the player can make a suggestion, which the committee usually goes along with. So technically no, but figuratively yes.

Gary Carter STRONGLY wanted to go in as a Met, and they put him in as an Expo.

I think that was more of a PR move to help the Expos out lol.
Anyways it should be up to the players not the committe. The only reason the Committe decides is because they don't want players taking cash from teams to go in with that team if they played for that team
