Pavano will continue considering offers from the following teams-
Cleveland, Arizona, Pittsburgh.
TB was close, but CLE's incentives are reachable, making them at least equal (175 IP is an easy reach). Pavano would become a FA again at 30, giving him a better chance for another big deal than if he got out at 32. LA was close, but Pavano has never reached any of the incentives he offered, so he wants more reachable incentives, and/or higher base salary. Arizona's incentives have also never been reached aside from the Starts, but his base salary easily makes up for it.
Continued bidding is allowed from those 3. It is not required. If you feel you have the best deal, you don't have to increase it. But you will have 48 hours to continue bidding, beginning Saturday night, and ending Midnight ET Monday night.
