Voting will end at the conclusion of the World Series.
The proposal-
Teams tanking would get 3 strikes before losing a number one pick.
1st offense- Warning. An official would talk to the GM, and the GM would have until the 2nd sim from that to fix it. If not done, it would be considered a 2nd offense
2nd offense- Loss of 2nd round pick for following season. If nothing is done for another 2 sims, that would be the 3rd offense.
3rd offense - Draft picks moved to bottom of each round.
If they have traded their first round pick, then this obviously would not apply. If the 3rd offense happens while the team still owns their pick, and is traded, the team recieving the pick would be recieving the bottom pick of the round.
"Tanking" includes (but is not limited to)-
1. Playing an excessive amount of players out of position. I can understand playing a guy who doesn't have a full 1 familiarity at a position where he has a partial familiarity IF there's not a better option available. But playing someone with a 0 at that position at ML makes no sense. If you planned on playing him there, then they should learn that in the minors. Playing an excessive amount of players who are limited in FAM (ie .4) could also be viewed as tanking depending on the circumstance.
2. Starting players who are not ready for the majors, or don't belong there at all. Some players are called up young and that is understandable, but when it's obvious they can't perform, or there are too many at once, that is a problem. It's usually pretty obvious when a player isn't going to be ready.
3. Starting terrible players when there are better players available from either the bench, the minors, waivers, or free agency.
HHmanager provides a tool to see who and how many are playing out of position. League officials will make the final opinion on whether a team is tanking and the warnings begin after that. If a GM feels a team is tanking, they would bring it up to their league President or the commish.
