Here are the rules for offering FA contracts during times OTHER THAN offseason FA.
All you have to do is create a post, the title being the player you are offering to. You may only offer to 1 FA per thread. In the post, then post the years you are offering the player, then the amount PER YEAR (don't say 14 mil and mean total over the contract). All offers MUST have the same dollar amount per year. You CAN offer incentives, but please state them clearly.
Here is an example:
Post title: Mike Piazza
Mets offer Mike Piazza 4 years at 14 million per. Incentives: 1 Mil per year for .300 avg
You can offer incentives for whatever stats you want, or you could offer an incentive such as guarantees to be in the ML, or guaranteed starting jobs. However if you offer that incentive, then don't follow through on it, the player will have the option to become a FA (decided by the corresponding agent).
After AT LEAST 24 hours passes, an agent will go over the offers on the table, and either decide which team to sign with, or what would be needed to make that player sign with a team (IE: less years, more money, starting spot guarantee, ML guarantee, signing bonus, incentives, etc). Bids are allowed by ANY team between the initial offer and the time the Agent responds. Bidding is not closed for any team until the agent has accepted an offer.
During the regular season, all rules on FA will apply (IE: 2 signings max PER SIM).

mike i can't seem to get to my pm that im guessin you responded back to me but bascially my question is which agent deals with fa's when al and nl gms are going after the same player?

You should be able to access your PM's fine now. I fixed the conflicting codes.
