The league HHManager 1.10 for roster management. This program can be found on the UCSL Website, under Downloads.
Injuries
Cap injuries per team at any one time is 3. When a 4th player goes down, the 1st player of the 3 that was hurt gets to come off of the DL, regardless of original injury length.
Sims
Sims are regularly held Tuesday nights at 10 PM ET, and Saturday Nights at 7PM ET. All sims (with some noted exceptions) will consist of 15 days of game-time. After simming, the league file and box scores/stats/standings will be uploaded to the league web pages.
Section II: Team Management
Cuts
HHManager does allow you to cut players from your own file, but if you want to cut a player, you must also post that action in the "Releasings" forum. If you cut a player, you must pay 25% of his salary for the remaining length of the deal (IE if player has 2 years left, you pay 25% of what he would have made for each of those years). This allows teams to drop some salary and dead weight, but also be responsible for the contracts they give out.
End of Season
At the completion of the World Series each season every owner is required to have turned in a final roster for their team. This roster should be derived from performing the following steps in order:
1. Move all A-ball players that you want to keep to AA, AAA, or ML (wherever you want them to be)
2. Move all Potential Free Agents on your team down to A-ball to be cut.
3. Move all players that you want to cut to A-ball
Rosters
Rosters are required to have no more than 100 players per team (25 per level, until Sept 1, when 40 man ML rosters are allowed). The minor league teams use a DH. The three minor league teams must have their lineups filled out correctly in order for prospects to develop correctly. HHManager will notify when a player needs to clear waivers to be sent down, and this action must be posted in the Waivers forum.
Roster Errors
HHManager notifies that there are errors before you save your roster. The only reason you should export a roster WITH errors is if you have no closer! If teams have made trades and not sent a roster update and there is a roster error, the simmer will insert a person of the bench into the open spot using his best discretion. There will be no complaints regarding the selection of a replacement if you don't send a roster after a move.
Roster Submissions
The Roster updates are due by 1 Hour before the sim on sim nights. Rosters should be exported via HHManager. Set all your lineups as desired. To Export in HHManager, go to Rosters>Export. Name it after your team, in my case "Angels". The file that is saved will be called ANA_Angels.tsr. Now, send an email to the League Rosters email address - ucsl@sbcglobal.net and attach the file you just saved.
NOTE: Submitted roster files ALWAYS take priority over changes posted on the message board and ONLY players cut identified in the message boards will be processed without a roster submission.
Trades
Trades should never be considered complete (complete meaning the player is available for next sims) until it is moved to the approved by the commissioner and moved to the "Processed Trades" board. A trade must be confirmed prior to 6:00 PM ET the day before a sim to be included in that next sim. Trading may take place between the end of the World Series and July 31 in the game. Teams may place players on any depth of the club following the trade without having to clear waivers, however...the team MUST note in the trade each player who is being sent to the minors.
Trades are posted on the "Trades" forum. All owners involved must post a message denoting their acceptance before the trade is official. After a team has posted their confirmation of a trade, it cannot be edited, unless both teams reply with confirmation of that edit.
Trades can be made up of players, cash, and salary. A maximum of $7.5 million may be traded in any one trade (this means cash, any amount of salary can be paid toward a contract, and that will stay paid toward that player's salary wherever he goes unless otherwise noted). Draft picks from the first 3 rounds of the draft are tradeable. They may be sold as well. Trades involved picks will be closely monitored by the Commish before approval.
New teams will have sponsors assigned to them for their first league year, and this sponsor must agree to the trade (along with the teams involved) for the trade to be finalized.
Selling Players
Players can be sold, for a minimum of 250K and a maximum of 7.5 Million. These trades are reviewable by the Trade Committee if there are protests, just as a regular trade.
Waiver Wire
Any player who has three "full" seasons of experience in the major leagues (as determined by HHManager) or higher experience is subject to clearing waivers before he can be sent from the 25-man roster to the minor leagues.
A player will remain on waivers for 48 hours, during which time he can be claimed by any team for the cost of $100,000 dollars. This cost will be subtracted from your annual budget, and placed into the league "bank". If the player goes unclaimed, he may then be sent down to a minor league roster. Any player sent down who has LESS than an experience of three (3) "full" years will be free of any waivers and will go straight to the minors. When the waiver claim is made the claiming team must state that they have a ML opening (if it's a ML player) or identify the player to be demoted to make room, if this fails to occur the claim is void.
Players can be placed on waivers twice in a season. They can be recalled the first time, but if placed on waivers a second time, they cannot be recalled if claimed. The second is called "irrevocable waivers".
Priority for waiver claims is:
The worst team in the same league as the releasing team.
The priority then goes up from the worst team to the best team IN THAT league.
If no team in the releasing team’s league claims the player, then the other league’s teams get priority from worst to best.
If you’re interested in claiming a player, you do not need to wait until a team ahead of you in priority has responded. The team with the best priority (who expressed interest in claiming) at the claim deadline will be awarded the player, and he must go to the 25 man roster. In order to send a player who was claimed off of waivers to the minors, he must clear waivers again.
