Should we use the Rule V draft beginning in the 2005 season?
This is how it would work.
At the All Star Break each year, all players age 26 or older who are in the minors and do not have any kind of contract will be eligible to be picked in the Rule V draft. The picks will go in reverse order of record, with the worst team in MLB going 1st, and so on. It is not required to participate, but anyone who would want to would create a list of players they'd like to pick. If the players on the list are available at their pick, they get them.
Other Rules involved- - After 3 players have been picked off of a team, no other players will be available for signing from that team. - Selected players will get a rookie contract, and must be placed on the selecting team's ML Roster. - If a player is sent to the minors at any point during the year they're picked, they become a FA. - The draft would last 2 rounds.

When you say we don't have to participate does that mean people can't choose off our team, if we don't participate? Cause I don't want to do that, I have good players in minors that don't have contracts that I am trying to develop in minors.

You don't have to participate as in you don't have to take players. Players will be available from every team (that has 26+ players with no contracts). Players who are already 26 aren't gonna change much.

I don't like the idea if im reading it right.
If I am reading it right your saying we don't have to particapte(pick from other teams) but even if we don't participate players off our farm can be picked from
if thats the case I vote no on this rule V crap
now if its we don't participate we don't get anyone taking from our teams and we don't get to pick off others teams then go ahead with it. But I will not particpate in it becuase i have 3 spects in my system i don't have any contracts for and i don't want to lose them(namely Navarro, Eric Duncan and Cano, also Arias)
So Once again I say no if we lose players even if we choose not to particapte in taking players

So, NYY and COL, does the fact that nobody under 26 change your mind? You both posted you misread but didn't clarify.
The basic deal with this is that it will help the horrible teams, or teams that need a solid backup by allowing them to have an ML ready player that isn't being used, but is of age to get a contract. Obviously no stars would be selected, because if a guy is 26 and not yet called up for even a short stint, he's obviously not all that great, and probably meant to be a backup.

BTW, I am a team that this would likely hurt more than help, but I think it should be implemented. It will promote balance in the league.

I like the basic concept of it....just one change. Instead of the player becomin an FA if he is sent down, he should be given back to the team he was selected from, and then a trade could be worked out between the 2 teams.
